Direct answer

Qmee documents no minimum for PayPal or Venmo. TopCashback documents no minimum for PayPal, Venmo, or ACH. Other providers set method-specific thresholds. No minimum does not mean immediate qualification, fee-free conversion, or guaranteed earnings.

This is a factual shortlist rather than a ranking by earnings. Gift cards are excluded from the cash-method rows because they are not cash withdrawals. Unknown fees have not been assumed to be zero.

Why the lowest minimum may not be the best fit

For cashback, you may need a qualifying purchase and retailer approval. For surveys, screening can consume time without producing an accepted completion. A fee on a small withdrawal can also leave a materially lower net amount.

Use the cashout fee calculator to separate gross balance from net payout. Use the survey hourly-rate calculator with your own time assumptions. Read Qmee vs Survey Junkie for a closer look at threshold differences.

We consolidated no-minimum and low-minimum intent here rather than publish two overlapping lists. GuidePebble does not provide or pay these rewards.
